Cenic's original offer from last May was:

   $125K one time, $20K for year one, $18K for year two, $18K for year three

After some negotiations, we are at:


   $130K one time for 6 strands
        10,000 year 1
        10,500 year 2  (5% annual price escalator)
        11,000 year 3

At Tad's request, CENIC has priced 12 strands instead of six

   $200K one time
        13,000 year 1
        13,650 year 2
        14,300 year 3

So the question is which of these do we prefer, or should we
continue to press for better terms.
