If you have cats account, you can publish your web site.  You will first need to download a program to upload files saved on your local machine to the server.  (If you have no connection to the internet, you are out of luck.)  These programs are often called ftp clients.  ftp means "file transfer protocol", a set of directions from moving a files or directories from your local machine to a server.  There are several to choose from.  I suspect that you will want the freeware versions.  Go to tucows.com, a site that indexes many shareware, freeware, or demo programs for download.  Click the link for your operating system (Mac or Windows).  On the Mac side, you should see a list of top downloads.  The program called "Fetch" should in the top 10.  On the Windows side, find the top downloads and choose WS-FTP LE. 

Once installed, open the application and enter the following information:

Server:  unix.ic.ucsc.edu

Account name:   your cats login (all that comes before the @ in your email)

Password;  your cats pw

Drag the folder with your web files into the server's "public_folder."

Your web URL will look like this:

people.ucsc.edu/~login/directory/index or default.html
