Oil and Gas Drilling Tax
Assembly Majority Leader Alberto Torrico, a Fremont Democrat, has proposed AB 656 which would tax oil and gas drilling, and put those taxes in a fund that would be reserved for education. The state of Texas has a similar arrangement which has protected the University of Texas in lean times.

California Majority Rule
Berkeley Professor George Lakoff has proposed “The California Democracy Act” which would require a simple majority to pass taxes in the legislature.
